Township Manager

The Manager is appointed by the Council and is fully qualified to exercise the powers to perform the duties of the office as required by law. The Manager is responsible to the Council for carrying out all policies established by it and for the proper administration of all affairs of the Township within the jurisdiction of the Council.
The Manager is the chief executive and administrative official of the Township and is responsible to, among other responsibilities:
- Compile and submit to Council the tentative annual budget pursuant to law.
- Execute all laws and ordinances of the Township and the State of New Jersey.
- Appoint and remove a Deputy Manager and all department heads and other officers, subordinates and assistants for whose selection or removal no other method is provided in the Charter or otherwise.
- Supervise and control his/her appointees and report all appointments or removals at the next meeting thereafter of the Council.
- Review existing job classifications and salary ranges of all employees and present recommendations for additions, changes or modifications to Council.
- Negotiates contracts for the Township, subject to Council approval.
- Report to Council any violations of the terms or conditions of any statutes, etc.
- Attend all meetings of the Council with a right to take part in the discussions.
- Keep the Council advised of the financial condition of the Township.
- Make an annual report to Council, to include a detail list of major capital improvements considered by the Manager to be necessary or desirable during the succeeding five years.
- Ensure that no contract is made or improvement undertaken until the necessary funds have been appropriated in the budget or by ordinance.
- Consult with and work together with the Council and Planning Board to maintain the Master Plan and in establishing plans for the future development of the Township.
- Investigate at any time the affairs of any officer or department of the Township.
- Establish the organizational structure, duties, plans and responsibilities of all department heads and their major subordinates who report to the Manager, within the framework of general administrative policies established.
- Develop, update and submit to Council for its approval employment policies not covered by collective bargaining agreement and the New Jersey Department of Personnel, purchasing procedures, risk management procedures, negotiation positions in collective bargaining with employee unions, the status of formal employee grievances or claims whether or not referred to labor counsel, evaluations of each department and office of the Township including staffing requirements and capital improvements as part of preparing and recommending an annual budget, a parts and supplies inventory oversight program.
Deputy Manager
During any temporary absence of the Manager or in the event of his/her disability, the Deputy Manager shall exercise the powers and perform the duties of that office in accordance with Sec. 2-24 Duties.
The Deputy Manager reports directly to the Township Manager and routinely interacts with all Department Heads, Staff, Elected Officials, Residents, the Business Community, Boards, Commissions and Committees. The Deputy Manager provides administrative support to the Township Manager; assists with the formulation, implementation, review and control of the policies, procedures and regulations regarding the administration of the Township; is responsible for supervising, directing and monitoring the Township’s day-to-day operations including all duties and responsibilities assigned to the Department of Human Resources; participates in the research, planning and development of goals to enhance Township Operations; assists in the preparation of the Operating and Capital Budget; administers and manages personnel issues; attends Township meetings; serves as a Township liaison to assigned Boards, Commissions and Committees; and, assumes the responsibilities of the Township Manager in his/her absence.

The Teaneck Building Department is the Local Municipal Enforcing Agency which issues construction permits, conducts progress inspections and issues certificates of occupancy in accordance with the State of New Jersey Uniform Construction Code Act regulations. The Building Department also administers the Township of Teaneck Development Regulations and provisions of the State of New Jersey Municipal Land Use Law.

Mission Statement
- To protect the health, safety and welfare of all users of buildings and structures within the Township of Teaneck through the enforcement of the Uniform Construction Code of the State of New Jersey
- To insure the adequate maintenance of buildings and structures throughout the Township by the active enforcement of the Uniform Construction Code of the State of New Jersey
- To provide and maintain a pleasing visual environment through the application and enforcement of the township's Development Regulation.

- To assist the Township Council in providing a better community by suggesting the elimination of unnecessary or obsolete regulations, the alteration of regulations to recognize new and innovative technologies and the establishment of new regulations to address changing lifestyles and objectives

- To provide assistance to property owners and users, in times of crisis, to minimize disturbance of life and livelihood
- To maintain and advance the quality of life of people living, working and visiting the Township of Teaneck by promoting the ideals and principals set forth by the Township Council through their legislative actions
Clerk
Core Duties of the Township Clerk Pursuant to New Jersey Statute

- Administrative Officer in the area of licenses, permits, assessment searches, and certifications to bond counsel

- Other duties that may be imposed by state statutes and regulations or municipal ordiances or regulations
The Court handles all traffic violations which occur in Teaneck. It also hears all violations of Teaneck ordinances, and disorderly and petty disorderly persons offenses. More serious offenses are initially processed by the Teaneck Municipal Court and then turned over to the Bergen County Prosecutor, in Hackensack, for further action.
Engineering
The Engineering Department provides the engineering of the Township’s infrastructure systems. The infrastructure includes storm drain systems, sanitary sewer systems, buildings, grounds, parks, roadway systems, traffic signals, and various services required for public works. The Engineering Department prepares capital improvement programs as they relate to the preparation of the capital budget and the implementation (engineering design and construction administration) of these programs. In addition to this, the department also reviews the impacts new developments will have to the Township’s infrastructure, such as traffic conditions, sanitary sewer, and storm water systems.
The Engineering Department is staffed by consulting engineering firm Fastech, one full-time Teaneck Senior Clerk Typist, Maureen Ince (who also works for the Public Works Department), and one Teaneck Secretary Maria Moncato.
The Finance Department is managed by the Chief Financial Officer, Issa Abbasi.
The Finance Department assists with formulating and managing the Municipal Budget with the Town Manager & Town Council.
In Teaneck, in addition to the responsibilities of the Municipal Budgeting process - the Finance Office assists with management of Tax Collection alongside the Tax Collector. The Tax Office in Teaneck is responsible for the billing, reporting, enforcement and collection of property taxes for the Township of Teaneck, including sewer billing and other municipal charges. Property tax bills are issued annually.
Fire
Along with responding to fire alarms, the Fire Department is often called out to auto accidents, Hazardous conditions, victim rescue and a host of other emergencies. Our table of organization is for 93 staffed members, including 31 officers, 60 firefighters and 2 civilian staff. 90 percent of our department is assigned to fire suppression divided into 4 shift working 365 days a year.

The Management Information System (MIS) department is a three person team tasked with providing all the organization's technology needs. We install, maintain and support over 200 computers, printers, servers, networks and software. Our goal is to provide the organization with secure, efficient and reliable systems, so they may provide better service to the residents.

Police
Department Overview
The Teaneck Police Department’s table of organization authorized strength consists of 97 sworn officers, supported by 9 Public Safety Telecommunicators, 7 civilian support staff, 3 full-time Parking Enforcement Officer, and 12 dedicated Auxiliary Police volunteers. The department is organized into various bureaus and specialized units, including Patrol, Traffic, Community Policing, Investigations, Narcotics, Burglary, Warrants, Juvenile, Training, Accreditation, Identification, Computers, and Records.
Our officers actively participate in regional efforts, serving as members of the SWAT team, the County-Wide Rapid Deployment Force, and federal task forces alongside agencies such as the DEA and HSI. In 2023, the department responded to 49,558 calls for service, demonstrating our commitment to the safety and well-being of Teaneck's diverse community of 42,000 residents.

Travon Romeo has been a vital part of the Public Works Department since joining in 2003. With a robust educational background and an array of certifications, he has established himself as a leader in his field. Travon is a Certified Public Works Manager, a Certified Recycling Professional, and a Clean Community Coordinator, having obtained these certifications from Rutgers University. Additionally, he holds a C3 Sewer Systems Collections License issued by the New Jersey Department of Environmental Protection (NJDEP) and a Certified Pool Operator's Certification (CPO).
Under his leadership, the Public Works Department (DPW) of the Township is responsible for the maintenance and upkeep of public areas and facilities. The DPW is dedicated to maintaining the cleanliness, safety, and aesthetic appearance of the community through proactive and preventative maintenance programs. Their scope of work includes recycling collection, maintenance of Township buildings, care for all Township-owned vehicles, and the upkeep of parks, roadways, and both sanitary and storm sewer systems.
Travon expresses immense pride in the men and women of the Department of Public Works. Every day, the employees strive to deliver first-class services to the Township and its residents. Their duties are extensive and diverse, covering tasks such as clearing snow from streets, leaf removal, maintaining numerous parks and playgrounds, overseeing over 20,000 trees, managing hundreds of miles of sewer lines, building maintenance, and maintaining a fleet of vehicles for the Police, Fire, Recreation, and Public Works Departments.
Despite the significant workload, the dedicated employees of the DPW consistently perform at their highest capability, ensuring a professional environment while providing essential services to the community.
Purchasing
The Purchasing Department is responsible for the procurement of all Township equipment, supplies, and services; helps monitor departmental budgets and spending; and serves as the Township's accounts payable liaison with vendors.
The Purchasing Agent monitors the Township's compliance with the Local Public Contracts Law, helps develop bid specifications and oversees all Public Bid openings. All current bid announcements can be viewed on the Township web site, and are advertised in the Bergen Record.
The Department also conducts public auctions of surplus Township equipment and supplies. The Purchasing Agent is the Township's liaison with the New Jersey State Cooperative Purchasing Program and the Bergen County Cooperative Purchasing System.
The Purchasing Agent oversees compliance with State Affirmative Action Public Contract Regulations, New Jersey State Prevailing Wage Requirements, State regulations pertaining to New Jersey Business Registration Certificates, and assists in Pay to Play oversight.
The mission of the Recreation Department is to provide year-round leisure-time activities and quality recreation programming for residents, enhancing their quality of life and contributing positively to the “Teaneck Experience”. To this end, the Department provides a wide range of programs for every age group spanning a multitude of various interests.
Registrar
The Registrar of Vital Statistics is historically part of The Health and Human Services Department. The Registrar is responsible for maintaining permanent records and being in compliance with The State of New Jersey’s guidelines.
Duties include issuing records, licenses, and permits and preparing amendments for:
- Birth
- Death
- Marriage
- Civil Union
- Domestic Partnerships
The Assessor's Office is responsible for the equitable distribution of the local property tax burden by compiling and maintaining a list of all taxable properties in the township and assigning values to each. Maintenance activities include: recording new property owners; inspecting and assessing taxable new construction; listing subdivisions; reflecting value changes due to demolitions, fires, etc. The Assessor's Office also works in conjunction with the Township Attorney's Office for the defense of the municipality's position in tax appeal proceedings. Other responsibilities include determining the eligibility of individuals seeking property tax deductions and/or organizations seeking tax exempt status.
Tax Collector
As a statutory officer of the State of New Jersey the Tax Collector is responsible for the billing, reporting, enforcement and collection of property taxes for the Township of Teaneck, including sewer billing and other municipal charges. Property tax bills are issued annually.
The tax bill will include the third and fourth quarter taxes of the current year and the following year's preliminary first and second quarter taxes. Property taxes are due February 1, May 1, August 1 and November 1. The grace period is ten calendar days following the due date. Interest on a late payment will be charged at a rate of 8% on the the first $1500.00 and 18% on the remaining balance, reverting back to the statutory due date. A 6% year end penalty will charged on a delinquency in excess of $10,000.00.
Failure to receive a tax bill does not relieve the obligation of the taxpayer NJSA54:4-64.
Tax payments can be made via mail, in person or online via the WIPP.
If your mortgage company or bank is no longer responsible for your property tax payment, it is necessary that you inform the Tax Office in writing via fax, email or mail, so that the billing information is updated.
