Captain of Service
Captain Scott M. Tesser
Throughout Captain Tesser’s 23-year career with the Teaneck Police Department, he has advanced through the ranks, gaining extensive experience across various divisions, including Operations, Investigations, and Service. Currently serving as the Service Division Commander, Captain Tesser oversees the Training Bureau, Records Bureau, Bureau of Information Technology, Identification Bureau, Body Camera Unit, and the Accreditation Staff.
Captain Tesser's career has been marked by diverse roles, including assignments in the Patrol and Community Policing Bureaus within the Operations Division, as well as in the Juvenile Bureau of the Investigations Division. In the Service Division, he has also served as an Accreditation Manager and Records Bureau Commander. He holds a Bachelor’s Degree in Criminal Justice, graduating Magna Cum Laude from Fairleigh Dickinson University, and a Master of Public Administration Degree from Rutgers University. Additionally, he is an Accredited Command Executive through the New Jersey State Association of Chiefs of Police and has completed executive-level leadership training through both Fairleigh Dickinson University and the FBI-LEEDA Executive Leadership Institute.
About the Service Bureau
The Service Division, staffed by both police officers and civilians, is responsible for a wide range of critical functions. These include facilitating the department’s training programs, overseeing accreditation through the New Jersey State Association of Chiefs of Police, managing the body-worn camera system, overseeing evidence collection, handling firearms licensing, and coordinating alarm registration. Additionally, the division manages police records and ensures public access to records. Furthermore, the division is responsible for project and infrastructure management, overseeing everything from police headquarters and the vehicle fleet to the radio systems.
